In the third and final reading of an amendment to the city zoning ordinance to create new zoning districts, again council member Jeff Osborne was the sole voice of descent, voting against the ordinance that will situate a community center on an unused section of Muscatine Community College's campus.
The Community Facilities Zoning District will accommodate the needs of community facility types of land uses, such as but not limited to governmental offices, schools, hospitals, parks, cemeteries, religious institutions, police stations, fire stations, lift stations, recreational facilities and golf courses. Muscatine's current zoning ordinance lacks a specific district tailored to the needs of community facilities, especially when located near residences.
"I've expressed a number of concerns on this over the last two public hearings," Osborne said. "Add to that list the concerns include that we are putting larger buildings in Zoning 1 and 2 areas. The other zoning codes already have this kind of language in it, so this is really targeting those smaller homes, the kinds of residential neighborhoods that we would all consider to be residential areas. I'll add to the list that I don't think there is adequate parking in this ordinance as it is written."

MCC intends to sell this portion of the campus to Community Health Care, Inc., which plans to develop a 13,769-square-foot medical clinic on this site. Osborne stressed he did not oppose the clinic, and he feels it will be a great asset to the community. His objection is to the manner the zoning code is set.
Osborne commented that even in larger areas governed by the zoning code, parking was still an issue.
In other business, the council approved a motion to waive a third reading of an ordinance amendment that would allow people under 14 to fish in the Weed Park lake. The council approved the ordinance amendment.
The council also approved a $12,650 bid from Sulzco LLC to remove a vacant house at 718 E. Seventh St. and a bid for $9,650 to remove a vacant house from 506 Spring Street. Muscatine Center for Social Action will construct a home on the site using grant money.
