October brings in new meetings and lots of recognition

Tuesday's commission meeting will be focused on awareness and recognition as commissioners kick off a new month and discuss various agreements for upcoming growth in the city.

The invocation will be given by Major Linda Payton from the Dothan Salvation Army. The Pledge of Allegiance will be done by Commissioner Ferguson.

Communications from Mayor and City Commissioners:

A proclamation for "Domestic Violence Awareness Month" will be made by Angela Underwood, Executive Director, House of Ruth.

A proclamation for "Fire Prevention Week" from Fire Chief Larry Williams, will take place and he will recognize Deputy Chief Chris Etheredge, and Deputy Chief David Hasty, Rookie of the Year Firefighter Anthony Barajas, Firefighter of the Year Firefighter Stephen Naughton, Sergeant of the Year Sergeant Tim Taylor and Fire Officer of the Year Captain Justin Fisher.

Leisure Services is recognizing Alexis Cochran as Employee of the Month.

Application for a Lounge Retail Liquor - Class I License (On and Off Premises) for The Cellar Door, 1861 West Main Street, Suite 1, by Robert T. Estes

Public Hearing regarding the rezoning of approximately 120 acres located northeast of the intersection of North Brannon Stand Road and Murphy Mill Road.

Public Hearing regarding the assessment of weed abatement costs against various properties.

Rezoning property owned by Sturncor Investments Group, LLC located northeast of the intersection of North Brannon Stand Road and Murphy Mill Road from A-C (Agriculture-Conservation) District to R-1 (Residential Single-Family, Low Density) District.

Confirming the costs incurred in the weed abatement of properties determined to be nuisances and turning the amounts over to the county tax collector to be added to the next regular bills for taxes levied against the respective lots and/or parcels of land.

Agreeing to allocate the required twenty percent (20%) match of local funds for the Fiscal Year 2025 Unified Planning Work Program in an amount not to exceed $68,397.00.

Declaring a 2014 Ford F150 as surplus and no longer needed for public or municipal purposes and authorizing the transfer of the vehicle to the Town of Gordon.

Declaring a 2011 Dodge Pickup as surplus and no longer needed for public or municipal purposes and authorizing the transfer of the vehicle to the City of Taylor

Accepting the renewal agreement from CivicPlus for the CivicEngage system and CivicPlus Mobile App in the amount of $28,891.19 for year one (1) with an option for automatic one (1) year renewal terms subject to an annual increase of five percent (5%) each renewal term.

Approving a Statement of Work from CivicPlus for a Chatbot Subscription at a fifty percent (50%) discounted initial term cost of $4,682.96 for year one (1) and full cost of $9,834.23 for year two (2), which said year two (2) amount includes a five percent (5%) uplift fee.

Accepting the renewal agreement from CivicPlus for the CivicRec parks and recreation system and document management module in the amount of $25,263.42 for year one (1) with an option for automatic one (1) year renewal terms subject to an annual increase of five percent (5%) each renewal term.

Entering into a contract with PowerDMS by Neogov to continue providing the PowerPolicy Professional Subscription and Legacy Training for the Dothan Fire Department at a cost of $9,139.87.

Entering into a contract with PowerDMS by Neogov to continue providing the PowerPolicy Professional Subscription and Legacy Training for the Dothan Police Department at a cost of $11,051.67.

Entering into an agreement with Motorola Solutions for three (3) years of maintenance of the Fire Station Alerting System for the sum total of $223,034.81.

Entering into a professional services agreement with Hand Arendall Harrison Sale LLC to assist staff with the preparation of a new dangerous buildings and unsafe structures ordinance.

Entering into a subrecipient agreement with Ark Dothan Inc. to provide funding for building improvements in the amount of $53,744.00, as identified in the Community Development Block Grant (CDBG) 2024 Annual Action Plan (AAP), and appropriating funds for said agreement.

Entering into a subrecipient agreement with Ninth District AME to provide funding for building improvements in the amount of $65,000.00 (as identified in the CDBG 2024 AAP), and appropriating funds for said agreement.

Entering into a subrecipient agreement with The Dubois Institute for Entrepreneurship, Inc. to provide funding for building improvements in the amount of $76,655.00 and public services in the amount of $5,322.00 (as identified in the CDBG 2024 AAP), and appropriating funds for said agreement.

Entering into a subrecipient agreement with The House of Ruth, Inc. to provide funding for building improvements in the amount of $11,911.00 (as identified in the CDBG 2024 AAP), and appropriating funds for said agreement.

Entering into a subrecipient agreement with Wiregrass Rehabilitation Center, Inc. to provide funding for building improvements in the amount of $31,681.00 (as identified in the CDBG 2024 AAP), and appropriating funds for said agreement.

Entering into a subrecipient agreement with Wiregrass Habitat for Humanity to provide funding for critical home repair and weatherization improvement in the amount of $155,000.00 (as identified in the CDBG 2024 AAP), and appropriating funds for said agreement.

Amending the subrecipient agreement with Alfred Saliba Family Services Center for building improvements at the Lafayette Street and Main Street locations (as indicated in the CDBG 2020 AAP), to extend the time frame for completion to September 30, 2025.

Amending the subrecipient agreement with Dothan Housing Authority for administration of a new rental rehabilitation program (as approved in the CDBG 2022 AAP and 2023 AAP Amendment) to extend the time frame for completion to September 30, 2025.

Amending the subrecipient agreement with Legal Services Alabama for funding of public services (as approved in the CDBG 2023 APP) to extend the time frame for completion of this project to September 30, 2025.

Amending the subrecipient agreement with Wiregrass Habitat for Humanity for critical home repair and weatherization improvements (as approved in the CDBG 2022 AAP and 2023 AAP Amendment) to extend the time frame for completion of this project to September 30, 2025.

Agreeing to make budgeted city housing rehabilitation funds available to Wiregrass Habitat for Humanity and similar programs receiving a CDBG allocation.

Accepting a BCBS Alabama Campaign grant award in the amount of $50,000.00 from the National Fitness Campaign for the construction of a National Fitness Court at James O. Oates Park, with the City's share being $170,000.00, and appropriating funds for said project.

Entering into an agreement with PFM Financial Advisors LLC for municipal financial advisory services at an annual retainer fee of $24,000.00 for Fiscal Year 2025, $24,480.00 for Fiscal Year 2026, and $24,969.60 for Fiscal Year 2027, plus fixed rate transaction fees.

Declaring certain personal property as obsolete and no longer needed for public or municipal purposes and authorizing the disposal of said property by whatever means is determined to be in the best interest of the City.

Entering into an agreement with Barge Design Solutions, Inc. to perform program support and engineering services in association with maintaining the Capacity, Management, Operation, and Maintenance Program and the Dothan Clean Waters Program for a one (1) year period for $300,000.00.

Entering into an agreement with Enterprise State Community College for participation in the Alabama Department of Economic and Community Affairs Law Enforcement Traffic Safety grant programs.

Entering into a permit agreement with the Alabama Department of Transportation (ALDOT) for the installation of a tap, bore, and water meter for a new commercial water service at 40 West Highway 92 (Newton).

Entering into an agreement with ALDOT for upgrading the existing traffic signal located at the intersection of North Oates Street and West Troy Street.

Applying for and accepting funding from the United States Department of Justice Bureau of Justice Assistance under the 2024 Edward Byrne Memorial Justice Assistance Grant Program in the amount of $40,495.00 and entering into an inter-local agreement with Houston County to accept funding from said grant program.

Re-appointing Gina Grant and Richard Price as members of the Board of Zoning Adjustment.

Re-appointing Jerry Coleman as a member and Vimal Patel as a supernumerary member of the Planning Commission.

Awarding bids and approving other purchases over $30,000.00 by the City.
